We have been through the consultations with outsourcing partners in different countries.  Web sites are easy to be build nowadays.  It is very difficult to identify remotely if there is actually a company behind it or just a group of people.  You also need to identify the right partner for your project, in terms of technology, size and market.  It is useless to go for major a majo outsourcing company with a small project which will not represent anything for them.
